The absence of these characteristics, in fact, does not lead the institutionalization politics, process through which the organizations and the processes acquire value and stability (Huntington, 1975, P. 24-27) Regarding Samuel Huntington, it fits to emphasize the forts critical that its theory receives, given the etnocntrico character of the insertion as model of efficient democracy and system politician highly institutionalized the United States and some few countries of the north and European west in detriment of many countries of Latin America, European East, African and Asian countries. However, for this theory there to treat on Institutions politics, public interests and community politics, meet some elements to support the thesis the one that if considers this work. In the thesis of this author, what it matters for a government is not its form, but yes its degree of governabilidade. Therefore, thinking about democratic models of government, institutions strong politics also are essential to promote and to take care of the public interests.

According to Huntington (Huntington, 1975, P. 44), they are evidenced that the urbanization, industrialization, secularizao, democratization, education and participation in the medias they are qualitative aspects for the formation of communities civic and not pretorianas politics, that is, with low institutionalization politics.
