However, for this theory there to treat on Institutions politics, public interests and community politics, meet some elements to support the thesis the one that if considers this work. In the thesis of this author, what it matters for a government is not its form, but yes its degree of governabilidade. Therefore, thinking about democratic models of government, institutions strong politics also are essential to promote and to take care of the public interests.

However, even so if using of Huntington (1975) as a valid theory, in this text, the argument above developed, is placed as a devoid hypothesis of theoretical and mainly empirical evidences that here had not been presented. According to Huntington (Huntington, 1975, P. 44), they are evidenced that the urbanization, industrialization, secularizao, democratization, education and participation in the medias they are qualitative aspects for the formation of communities civic and not pretorianas politics, that is, with low institutionalization politics.
